For this process evaluation, the project team visited all USAID missions in Central America to determine the needs of USAID program managers, the ultimate users of evaluation results. The team designed an evaluation plan combining qualitative and quantitative methodologies, carried out case studies in selected countries and, where requested, trained mission personnel in qualitative evaluation techniques, such as focus group research.
