To provide technical assistance in monitoring and evaluation. The project objective was to attract and retain vulnerable out-of-school children into alternative educational programs that would lead to formal education by strengthening strong performing NGOs to scale up their delivery of educational services to out-of-school children, building the capacity of smaller NGOs to do likewise, and promoting the adoption of best practices within education communities. J&A assisted implementing NGOs with designs for indicators to examine program effectiveness and trained staff in instrument development, data collection and data processing, and in reporting and the use of data in reporting.
