Juárez & Associates, Inc. (J&A) is seeking a detail-oriented finance lead for the Financial & Administrative Coordinator position to support its work on the U.S. Agency for International Development (USAID)-funded “Strengthening Equitable Education for the Deaf (SEED)” activity in Rwanda (SEED or the Activity). The Financial & Administrative Coordinator will perform the Activity’s fiscal management functions to ensure that USAID procedures and accounting/financial control requirements are being met.
The Financial & Administrative Coordinator will be responsible for verifying the accuracy of financial data and the appropriateness of documentation presented to support SEED accounting entries. This position will play a key role in performing the administrative responsibilities of this Activity. The Financial & Administrative Coordinator will also perform financial reviews and analyses for the development of required reports and provide Activity-related support to the SEED Chief of Party (COP) in Kigali, Rwanda and J&A’s U.S.-based Home Office staff in Los Angeles, California.
The Activity is expected to be a five-year program with a budget of approximately USD $4.5M. This position is based in Kigali, Rwanda.
High-level responsibilities
The Financial & Administrative Coordinator will be responsible for overall fiscal management of the Activity and will serve as its principal finance and accounting lead. In this role, the individual will be J&A’s principal point of contact with USAID’s Rwanda Mission for finance and accounting matters. In addition, the individual will manage a subordinate J&A finance and accounting role (i.e., the Financial Assistant”) by providing leadership, supervision, mentoring and coaching as well as creating professional development opportunities for that staff member.
Responsibilities may also include, but are not limited to, the following:
- Accounting, Finance & Budget Control
- Oversee monthly financial processes, including the preparation and review of financial statements, bank reconciliation documents and expense vouchers.
- Prepare budget estimates, accruals, quarterly and annual financial reports.
- Review the financial reports of USAID and vendor agreements and provide follow-on reports to the COP and Home Office.
- Oversee monthly budget control processes and provide related reports to the COP and Home Office.
- Manage overall financial operations of J&A’s Kigali, Rwanda office by ensuring compliance with accounting principles, regulations, and J&A corporate policies.
- General Administration
- Keep files of local staff up-to-date, including the maintenance of tax, social security, and private insurance records of local personnel.
- Keep insurance files of procured items up-to-date.
- Manage and oversee processing of inventory registrations and deletions and the transmittal of related requests to the Home Office with prior authorization from the COP.
- Review and maintain currency of federal annual inventory report(s).
- Review, request and maintain tax exemption(s).
- Manage and supervise the Financial Assistant.
Qualifications
- Minimum of a Bachelor’s degree is required; Master’s degree in accounting or a related field is desirable.
- Minimum of four (4) years’ professional experience as finance manager, finance coordinator or equivalent.
- Proficiency in Microsoft Office and Adobe Suites.
- Strong project management, communication and interpersonal skills.
- Ability to work in a fast-paced, dynamic environment, multitask and meet deadlines.
- Initiative-taking attitude and strong problem-solving abilities.
- Collaborative work style; ability to work in diverse environments.
- Experience working with international organizations or NGOs is desirable.
- Professional level (i.e., C1-C2) Kinyarwanda and English language proficiency is required.
